TITLE

Recommendation to adopt Plans and Specifications No. R-6886 for the Rehabilitation of Pacific Avenue between Willow Street and Spring Street, award the project to and authorize City Manager to execute all documents necessary to enter into a contract with All American Asphalt, the lowest responsible bidder, and any necessary amendments thereto relative to the scope of work, in an estimated amount of $917,917, with a 15 percent contingency in the amount of $137,688 if necessary and if funds are available, for a total of $1,055,605.  (Districts 6,7)

 

DISCUSSION

The infrastructure on Pacific Avenue, between Willow Street and Spring Street, is in need of rehabilitation.  The rehabilitation work consists of replacing damaged curbs and gutters, driveways, alley entrances and sidewalks; trimming and root shaving trees; reconstructing areas of deteriorated pavement; cold milling and resurfacing the pavement; and installing pavement markers, markings, traffic striping, signing and curb paint.  The vicinity map showing the project location is attached.

 

In accordance with the California Environmental Quality Act (CEQA), this project has been determined to be statutorily exempt.

 

The project was advertised for bids on August 24, 2012 and bids were opened October 3, 2012. In addition to placing an advertisement for bids in the Long Beach Press Telegram, bid documents were made available through the City’s weblink to http://www.PlanetBids.com in a continuing effort to increase participation of local business, Minority Business Enterprises (MBEs), Women-Owned Business Enterprises (WBEs), and Disadvantaged Business Enterprises (DBEs).  Bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry. 

 

For this bid, 871 firms registered on the website were notified via automatic email notice, including 107 located in Long Beach.  Thirteen sets of bid documents were purchased  by prospective bidders and nine bids were received.  Of the bidding firms, one is local and none are MBEs, DBEs or WBEs.  All American Asphalt, of Corona, California, has been determined to be the lowest responsible bidder.

 

This matter was reviewed by Deputy City Attorney Linda Trang on October 22, 2012 and Budget and Performance Management Bureau Manager Victoria Bell on October 18, 2012.

 

SUSTAINABILITY

 

The old asphalt material to be removed under this contract (4,565 tons) will be recycled into new asphalt or utilized as base material on other street projects.  The street will be resurfaced with asphalt containing up to 15 percent recycled material.  Finally, 670 tons of road base made from recycled concrete, rock, sand and asphalt will be utilized in this project and all concrete work will include recycled waste ash, diverting these materials from our landfills.

 

TIMING CONSIDERATIONS

City Council action on this matter is requested on November 13, 2012 to allow commencement of this Public Works project.  

 

FISCAL IMPACT

Sufficient Proposition C funds for this project are budgeted in the Transportation Fund (SR182) in the Department of Public Works (PW).  There is no impact to the General Fund.   Approval of this action may result in a positive local job impact.
