TITLE
Recommendation to adopt resolution authorizing City Manager to execute all documents necessary to enter into an agreement with Mideo Systems, Inc., for the purchase of a comprehensive software upgrade for the Long Beach Police Department Crime Laboratory, in an amount not to exceed $103,200.  (Citywide)
 
DISCUSSION
Police Department (LBPD) to implement a sole source purchase of a comprehensive software upgrade for the Crime Laboratory (Crime Lab) from Mideo Systems, Inc. (Mideo).  The objectives of this purchase are twofold.  The first is to improve the quality and timeliness of services provided by the Crime Lab, and the second is to train forensic laboratory personnel to more effectively examine casework and eliminate backlogs.
 
The software that is requested for purchase is a comprehensive software package upgrade to the Crime Lab's existing software system. Due to compatibility issues, it is not feasible or cost-effective for the Crime Lab to use another software solution.  Additionally, minimal training will be required because the Crime Lab staff has gone through significant training to navigate through, and use of, their current Mideo software, Caseworks.  Mideo is the sole manufacturer and distributor of its forensic software line, Caseworks.
 
Mideo provides innovative forensic comparisons including firearms and latent fingerprints.  Their engineers have created a new comparison workflow system that is the only software system that allows for effective case management, as well as for an examiner to digitally/electronically document comparisons that helps and supports the Crime Lab's transition to international accreditation.
 
Since Mideo is the sole manufacturer and distributor of the required software, no useful purpose would be serviced by advertising for bids and to do so would constitute an idle and useless act, and an unnecessary expenditure of public funds in that Mideo is the only corporation, firm, or individual that could or would bid on the furnishing of the needed software.
 
This matter was reviewed by Deputy City Attorney Amy Webber on June 22, 2012 and Budget Management Officer Victoria Bell on June 26, 2012.
 
TIMING CONSIDERATIONS
The Crime Lab is operating under a time constraint of the Paul Coverdell 11 National Institute of Justice grant-operating period that ends September 30, 2012.  City Council action to adopt the attached Resolution and authorize an agreement concurrently is requested on July 10, 2012.
 
FISCAL IMPACT
The purchase amount is $103,200.  The required grant funding for the entire software upgrade is budgeted in the Special Revenue Fund (SR 120) in the Police Department (PD).  There is no General Fund impact or local job impact associated with this recommendation.

Approve recommendation.
