DISCUSSION
The Health Department's Smile Bright Dental Disease Prevention Program is an oral health education and intervention program targeting pre-kindergarten through fifth-grade students attending Long Beach schools that have high percentages of low-income children who are eligible for the free and reduced price meal program. Smile Bright funds a health educator who provides classroom education sessions on flossing, brushing, and the prevention of dental disease and injury; and a dental hygienist who performs screening and dental sealant applications in school settings.
 
The State Department of Public Health grant funds the classroom education services for approximately 4,895 students annually, and the Kaiser Foundation Hospital (KFH) grant will fund the school-based dental screenings and sealant applications for 400 students along with fluoride varnish applications for 100 Head Start program preschoolers. The KFH grant will also fund in-service education presentations for pediatric health care providers on appropriate oral health screening, American Academy of Pediatrics recommendations for dental check-ups, and office-based preventive oral health services such as fluoride varnish application.
 
This matter was reviewed by Deputy City Attorney Linda Trang on January 28, 2009 and by Budget Management Officer Victoria Bell on February 5, 2009.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on March 3, 2009 as services under this agreement began on January, 1, 2009.
 
FISCAL IMPACT
The City will receive grant revenues in the amount of $80,000 to offset expenditures of the same amount. An appropriation increase for $80,000 is included in the recommendation in the Health Fund (SR 130) and the Department of Health and Human Services (HE). No matching funds are required, and there is no impact on the General Fund.
