TITLE
Recommendation to authorize City Manager, or designee, to execute any necessary amendments to the current agreements between the City of Long Beach and Los Angeles County, in a total amount of $251,642, to provide Human Immunodeficiency Virus (HIV)/Acquired Immune Deficiency Syndrome (AIDS) Ambulatory/Outpatient Medical services for the period of March 1, 2011 through February 28, 2013. DISCUSSION
Since 1998, Los Angeles County has contracted with the City of Long Beach Department of Health and Human Services (Health Department) to provide Human Immunodeficiency Virus (HIV)/Acquired Immune Deficiency Syndrome (AIDS) clinical services. The Ambulatory/Outpatient Medical program provides medical services to approximately 300 patients annually and strives to interrupt or delay the progression of HIV/AIDS disease and promote optimal health for the client. Services include: diagnosis, treatment, counseling, and referrals for appropriate specialty services.
Los Angeles County has provided an amendment to the current agreement that will provide additional funding in an amount not to exceed $251,642 for a two-year period from March 1, 2011 to February 28, 2013. The City will receive $125,821 annually. Of this amount, $112,666 is allocated to medical outpatient services, which provides clinical care services to those individuals living with HIV/AIDS, $1,125 is allocated to provide medical specialty services; and the remaining $12,030 is pass-through funding in the form of a voucher program for therapeutic monitoring services that provides for a diagnostic process that assists in determining the most effective drug to control the virus, the dosing level of the drug, the level to avoid toxicity and to evaluate for viral resistance.
This matter was reviewed by Deputy City Attorney Linda Trang on July 20, 2011 and by Budget Management Officer Victoria Bell on July 21, 2011.
TIMING CONSIDERATIONS
City Council action is requested on August 9, 2011, as the Health Department has been providing services under these amendments since March 1, 2011, but will be unable to recover costs until the amendments are approved. This amendment was delayed by the funding agency (Los Angeles County Office of AIDS Programs and Policy).
FISCAL IMPACT
The total amount of the agreement totals $251,642 for the period of March 1, 2011 through February 28, 2013. The $12,030 allocated for therapeutic monitoring is provided in the form of vouchers, therefore, it is not necessary to appropriate this amount. Sufficient funds are budgeted in the Health Fund (SR 130) and the Department of Health and Human Services (HE) for the current fiscal year. Appropriations for subsequent fiscal years will be handled as part of that year’s budget process. There is no impact to the General Fund, no City match, and no net impact to jobs associated with the recommended action.
