DISCUSSION
The City of Long Beach has historically used professional consultants on an as-needed basis to provide design plans, specifications, special studies and reports, and other related services for capital projects related to facility and building improvements. These as-needed services include expertise in building, landscape, and interior architecture and civil, structural, electrical, mechanical, and geotechnical engineering. These services are needed as the Public Works Department does not have specialized expertise in some of these fields, including building architecture and electrical, mechanical, and geotechnical engineering. Current as-needed consultant contracts related to these specialized expertises have expired or will expire shortly. In anticipation of this, a Request for Proposal (RFP) process was conducted in accordance with Administrative Regulation 8-4, "Method of Selecting a Professional Consultant," to secure these needed professional services.
 
A host of consulting firms, led by thirty-three prime consulting firms, submitted formal written proposals. The consultants' and subconsultants together included thirty-four DBENVBEIMBE firms and five local Long Beach firms. A multi-departmental Technical Evaluation Committee reviewed the proposals, interviewed a short-listed portion of the aforementioned respondents, and selected the following four firms to provide the scope of professional services based ' on each firm's proposal, oral interview, experience, references, and range of services:
 
- PBS&J
- The Austin Company
- Concept Marine Associates, a division of Transystems Corporation
- URS Corporation
 
Including their subconsultants, these recommended firms include 13 DBENVBEIMBEI firms and two local Long Beach firms. It is recommended that as-needed service contracts be issued to the aforementioned firms, with a maximum authorized amount of $1,000,000, for a total of $4,000,000. The recommended term for each contract is three years. As individual projects are identified, Public Works will issue work orders to the various firms. Each work order will be funded from the source identified for each particular project.
 
This matter was reviewed by Deputy City Attorney Donna F. Gwin on May 3, 2006, and Budget Management Officer David Wodynski on May 2,2006.
 
TIMING CONSIDERATIONS
City Council approval is requested on May 23, 2006, to allow a continued timely output of
Capital Improvement Projects.
 
FISCAL IMPACT
The four contract awards are for a maximum amount of $1,000,000 each, for an aggregate maximum total not to exceed $4,000,000 during the three-year term of the contracts. Sufficient funds to cover these costs are included in various capital improvement project budgets in the Department of Public Works (PW). An appropriation increase is not required.
