DISCUSSION
As part of the FY 05 budget approval process, the City Council directed City of
Long Beach (City) staff to complete an Information Technology Optimization Study.
Similar optimization studies have been completed in the past two years as part of
the City's Financial Strategic Plan. The purpose of this study is to identify possible
ways to reduce costs and improve service levels in the area of information
technology (IT). The study will look at the City's current organization and
management of IT resources to determine if it is efficient and cost effective when
compared to other public and private sector organizations.
The comprehensive study will examine IT- related services provided by the
Technology Services Department as well as those delivered by other City Manager-
directed departments. It will also review the roles and responsibilities of the City's
Information Technology Advisory Committee (ITAC) and recommend best practices
for enterprise IT governance.
In March 2005, the Technology Services Department initiated a Request for
Proposals process under the authority of Section 1807 of the City Charter to retain
a consultant to conduct the optimization study. Twelve proposals were received
and reviewed by a citywide Study Development Team led by the Assistant City
Manager and consisting of senior City staff. Based on review of the proposals, oral
interviews with the top candidates, and examination of work products from other
organizations, the Study Development Team selected Bartig, Basler & Ray,
Certified Public Accounts, Inc. (BB&R) to perform the IT Optimization Study.
BB&R's project manager, Roseanne Lopez, and team members have extensive
experience in IT management and process review. They have performed similar
reviews and studies for several organizations including the City of Rancho
Cucamonga, County of San Mateo, County of Sacramento, and the State of
California Department of Corrections.
