DISCUSSION

City Council approval is requested to enter into contracts with six consultants selected for the delivery of construction materials testing and inspection on an as-needed basis.  The City has typically contracted for as-needed construction materials testing and inspection services with firms that have specialized expertise beyond existing City staff.  The requested contracts are based on current and anticipated projects within the Departments of Public Works, Development Services, Airport, Long Beach Gas and Oil, Parks, Recreation and Marine and Water.

 

The Request for Qualifications (RFQ) was advertised in the Long Beach Press-Telegram on June 24, 2016, and 7,433 potential firms specializing in engineering services were notified of the RFQ opportunity. Of those firms, 98 downloaded the RFQ via the City’s electronic bid system. The RFQ document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing. An RFQ announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups. Twelve Statements of Qualifications (SOQs) were received on August 10, 2016. Of those 12 firms, two were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), six were certified Small Business Enterprises (SBEs), and two were Long Beach businesses (Locals). The selection committee determined that the following firms were the most qualified and responsive based upon the criteria specified in the RFQ:

 

1.                     Group Delta Consultants, Inc., of Torrance, CA (MBE and SBE)

2.                     Kleinfelder, Inc., of Long Beach, CA, (Local)

3.                     Ninyo & Moore Geotechnical & Environmental Sciences Consultants, of Irvine, CA (MBE and SBE)

4.                     RMA Group, of Carson, CA (SBE)

5.                     Twining, Inc., of Long Beach, CA (Local)

6.                     Willdan Engineering, of Industry, CA (not an MBE, WBE, SBE, or Local)

 

The selected firms have committed to using small, local, or disadvantaged firms as subconsultants on their teams, as appropriate, based on the work assigned to them by the City under these contracts.

 

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit SOQs for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download the RFQ specifications. Through outreach, -----775 Long Beach vendors were notified to submit SOQs, of which ten downloaded and two submitted SOQs. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on November 28, 2016 and by Budget Analysis Officer Julissa Jose-Murray December 2, 2016.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. RFQ PW16-138 and award contracts concurrently is requested on December 20, 2016, to ensure that the contracts are in place expeditiously.

 

FISCAL IMPACT

The aggregate contract authority will not exceed $36,000,000 for the three-year term. There is no appropriation increase requested at this time.  Appropriations for work necessary above the budgeted appropriation level will be brought back to the City Council for approval.  Each work order will be funded by the requesting department per project on an as-needed basis.  The award of these contracts will provide continued support to our local economy by assisting in the preservation of employment for 30 full-time employees and seven part-time employees residing in Long Beach.
