Recommendation to adopt Plans and Specifications No. 3005010082 and award a contract to Ferreira Coastal Construction Company, of Rancho Cucamonga, CA, for construction of the Fire Department Headquarters Generator Project, in an  amount of $535,106, authorize a 15 percent contingency in the amount of $80,266, for a total contract amount not to exceed $615,372, for a period of one year, with the option to renew for one additional one-year period, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any subsequent amendments.

DISCUSSION

City Council approval is requested to enter into a contract with Ferreira Coastal Construction Company, for the construction services of the Fire Department Headquarters Generator (Project).

 

The Project located at Fire Department Headquarters, 3205 N. Lakewood Boulevard, (Attachment A) includes the removal of the existing 75kw emergency generator and the installation of a new 500kw emergency generator, new automatic transfer switches, electrical conduit, and new wiring to the service panel.

 

Due to the age, wear, and condition of the existing emergency generator, the equipment cannot provide the emergency power required to meet the needs of the building in the  instance of an emergency.  The new emergency generator will provide the necessary energy power to the building. The Fire Department will oversee the operations and maintenance of the generator once built and commissioned.

 

The bid was advertised in the Long Beach Press-Telegram on December 6, 2021, and 459 potential bidders specializing in construction services were notified of the bid opportunity.  Of those bidders, 42 downloaded the bid via the City’s electronic bid system.  The bid document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 43 local, minority, and women-owned business groups.   Seven (7) bids were received on January 18, 2022. Of those seven bidders, one was a Minority-owned Business Enterprises (MBEs), zero were Women-owned Business Enterprises (WBEs), zero were certified Small Business Enterprises (SBEs), and zero were Long Beach vendors (Local). Ferreira Coastal Construction Company, of Rancho Cucamonga, CA (MBE) was the lowest responsive and responsible bidder.

 

Local Business Outreach

To align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts.  The Purchasing Division also assists businesses with registering on the PlanetBids database to download the bid specifications.  Through outreach, 26 Long Beach vendors were notified to submit bids, of which one downloaded and none submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on February 16, 2022, Purchasing Agent Michelle Wilson on February 17, 2022, and by Budget Management Officer Nader Kaamoush on February 28, 2022.

 

SUSTAINABILITY

Any demolition of concrete or other materials used will be recycled and diverted from landfills.

                                                

TIMING CONSIDERATIONS

City Council action to adopt Plans and Specifications No. 3005010082 and award a contract concurrently is requested on March 15, 2022, to ensure the contract is in place expeditiously so the project may commence.

 

FISCAL IMPACT

The total project cost is estimated at $900,300, and includes the contract award amount of $615,372, inclusive of a 15 percent contingency, as well the cost for the design, construction, construction management, labor compliance, and project oversight.  The total project cost is supported by $303,300 in General Capital Fund Group and $600,000 of grant funding from the Urban Area Security Initiative (UASI) 2020 Grant Program to be transferred from the General Grants Fund Group in the Police Department.  The Project is fully appropriated in the Capital Projects Fund Group in the Public Works Department.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  Approval of this recommendation will provide continued support to the local economy.  The number of additional local jobs created by this project will not be known until the contractors have completed their hiring and construction has commenced.
