TITLE

DISCUSSION
 
Since July 1, 2004, the City of Long Beach Department of Health and Human Services (Health Department) has provided a Sexually Transmitted Disease (STD) Awareness and Prevention Program, incorporating information, education services, awareness, outreach, and referrals to STD screening and treatment services with special emphasis on individuals at high risk for contracting and transmitting STDs.
 
The original five-year agreement provided $206,940 of State funds for the City of Long Beach to run the STD Community Intervention Program (SCIP). The time period of the original agreement was July 1, 2004 - June 30, 2009. This is a new agreement from the State of California that will provide $42,298 of state funds to the City of Long Beach to continue running the SCIP program for two additional years, July 1, 2009 - June 30, 2011. SCIP is a local capacity-building project that seeks to increase local capacity to implement the primary prevention of chlamydia and other STDs. The Health Department is wholly responsible for the oversight and implementation of this program via facilitating and coordinating trainings for local agencies, providing a variety of educational resources, utilizing networking opportunities through community forums, individual meetings and coalitions, among other program activities aimed at STD prevention and awareness.
 
This matter was reviewed by Deputy City Attorney Linda Trang on May 21, 2009 and by Budget and Performance Management Officer Victoria Bell on May 21, 2009.
 
TIMING CONSIDERATIONS
City Council action is requested on June 16, 2009, as this agreement must be fully executed by both parties prior to the agreement's start date of July 1,2009.
 
FISCAL IMPACT
The total amount of the agreement is $42,298 for the two-year period of July 1, 2009 through June 30, 2011 and will cover most direct and indirect costs associated with this program. Remaining costs will be covered using the Department's AB 1288 realignment funding. Sufficient funds are currently budgeted in the Department of Health and Human Services (HE) and in the Health Fund (SR 130). There is no City match and no impact to the General Fund.
