DISCUSSION
City Council approval is requested to authorize the sale of one 1992 Seagrave Tractor Drawn Aerial Fire Truck to Fire Trucks Plus, Inc., of Rancho Cucamonga, CA.
 
In November 2007, City Council authorized the purchase of one 2004 Seagrave Tractor Drawn Aerial Fire Truck to replace a 1992 Seagrave unit. This purchase provided significant costs savings in comparison to the purchase of a new unit. The determination to replace the 1992 Seagrave unit took into consideration age, mileage and the condition of the unit. The 1992 Seagrave unit was budgeted with a life expectancy of 18 years. The unit is 19 years old; consequently, due to maintenance costs and repair time, the unit's downtime for service significantly increased. Factors associated with the replacement determination included the increased repair time and exorbitant maintenance costs. In an effort to maximize revenue on the sale of the 1992 Seagrave unit, an invitation to bid was conducted through the Purchasing Division, rather than disposing of the unit through the City's surplus auction process.
 
The bid for the purchase of the 1992 Seagrave Tractor Drawn Aerial Fire Truck was advertised in the Press-Telegram on September 13, 2010 and also in the Fire Apparatus & Emergency Magazine and website; 671 potential bidders specializing in vehicles were notified. Of those bidders, five downloaded the bid via our electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.lonqbeach.qov/purchasinq. A bid announcement was also included in the Purchasing Division's weekly update on Open Bid Opportunities, which is sent to 30 local, minority and women's business groups. One bid was received on November 10, 2010 from Fire Trucks Plus, Inc., of Rancho Cucamonga, CA (not an MBE, WBE, SBE or Local).
 
This matter was reviewed by Deputy City Attorney Amy R. Burton on January 31,2011 and Budget Management Officer Victoria Bell on January 27, 2011.
 
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-03210 and authorize the sale is requested on February 15, 2011, to ensure Fire Trucks Plus, Inc., can meet their retail customer needs in a timely manner.
 
FISCAL IMPACT
The amount of this sale is $43,000. The funds received will be deposited into the Fleet Services Fund (IS 386) in the Department of Public Works (PW) to offset costs incurred in the outfitting of the 2004 Seagrave Tractor Drawn Fire Truck. There are no local jobs impacted by this action.
