TITLE

Recommendation to adopt Plans and Specifications No. R-7075 for improvements of the 15th Street Bicycle Boulevard of Parks Project; award a contract to All American Asphalt, of Corona, CA, in the amount of $941,788, with a 15 percent contingency in the amount of $141,268, for a total contract amount not to exceed $1,083,056; and authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments; and

DISCUSSION

City Council approval is requested to enter into a contract with All American Asphalt, for the construction of the 15th Street Bicycle Boulevard of Parks Project (Project).

 

The Project will construct a 3.5-mile bicycle boulevard along 15th Street, Cowles Street, 14th Street, New York Street, and Ximeno Avenue. The City of Long Beach (City) will construct various bike lanes/shared bike routes, five traffic circles with irrigation, one oval, one flashing pedestrian activated beacon, access ramps, wayfinding signage, and pavement markings throughout the corridor (Attachment A). The Project will increase safety at these seven intersections by decreasing vehicle speeds using traffic calming features.  The Project is consistent with, and was identified in, the City’s Bicycle Master Plan.

 

The bid was advertised in the Long Beach Press-Telegram on May 31, 2018, and 4,742 potential bidders specializing in construction services were notified of the bid opportunity. Of those bidders, 57 downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups. Two bids were received on July 18, 2018. Of those two bidders, none were Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), or certified Small Business Enterprises (SBEs). One bidder was a Long Beach business (Local).  All American Asphalt, of Corona, CA (not a MBE, WBE, SBE, or Local), was the lowest responsive and responsible bidder.

 

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download the bid specifications. Through outreach, 412 Long Beach vendors were notified to submit bids, of which four downloaded and one submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on September 4, 2018 and by Budget Analysis Officer Julissa Jose-Murray on October 3, 2018.

 

SUSTAINABILITY

 

The project will add an additional 3.5 miles of bicycle infrastructure on the southwest side of the City, providing residents with more recreational and health benefits achieved by cycling. The project will also allow for residents to use bicycles as an alternate mode of transportation, resulting in less vehicle usage and a reduction of air pollution harmful to the environment.

 

In conformance with the California Environmental Quality Act, Categorical Exemption CE-90-11 was issued for this project (Attachment B).

 

COMPLETE STREETS ASSESSMENT

 

Pursuant to Assembly Bill 1358 (the California Complete Streets Act), and as a part of the implementation of the Mobility Element of the Long Beach General Plan, the City’s practice is to conduct a complete streets assessment for all roadway construction projects. The Project site, 14th Street from Chestnut Avenue to Linden Avenue, New York Street from Linden Avenue to Lewis Avenue, and 15th Street from Lewis Avenue to Ximeno Avenue, consists of mainly residential land uses. There are currently sidewalks on both sides of 14th, New York, and 15th Streets, but no bike lanes or bus stops. This project will incorporate shared lane markings and traffic calming devices at intersections to improve the environment for bicyclists. This corridor is identified in the City’s Bicycle Master Plan for these improvements.

 

TIMING CONSIDERATIONS

City Council action to adopt Plans and Specifications No. R-7075 and award a contract concurrently is requested on October 23, 2018, to ensure the contract is in place and construction starts expeditiously.

 

FISCAL IMPACT

The total project cost for the 15th Street Bicycle Boulevard of Parks Project is estimated at $1,651,614, which includes the contract award amount of $1,083,056 including construction contingency, the cost for design, construction management, inspection, materials testing, labor compliance, and project support. Total project costs are supported by $129,828 in State Safe Routes to School grant funding, $32,960 in Transportation Development Act grant funding, $202,000 in General Capital funding appropriated in the Capital Projects Fund (CP); $86,826 in Metro Measure R funding, $150,000 in Proposition C funding, $500,000 in AB 2766 funding, and $180,000 in Measure M funding appropriated in the Transportation Fund (SR 182); and  $370,000 in funding appropriated in the Gas Tax Street Improvement Fund (SR 181).  All funds are budgeted in the Public Works Department (PW). The grant funds do not have a cash or in-kind match requirement.

 

The Parks, Recreation and Marine Department (PR) will be responsible for ongoing landscape maintenance, including irrigation, landscaping, and debris management. Following completion, staff estimates an annual General Fund expenditure of $15,403 for operations and maintenance costs, including irrigation management, plant replacement, and weed abatement; periodic debris clean-up; repair damages from vehicles and pedestrians; and, water. Operations and maintenance costs are currently not funded and will be requested as part of the FY 20 budget process. Approval of this recommendation will provide continued support to our local economy.
