TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents or subcontracts including any subsequent amendments extending the grant term or changing the amount of the award, with the City of Los Angeles, Economic and Workforce Development Department, to accept up to $266,202 in Los Angeles County Youth@Work Programs - Work Based Learning (WBL) funds, to provide eligible at-risk youth and young adults between the ages of 14-24 with subsidized work experience developing foundational workplace skills and making connections to the labor force in service areas, for the period of July 1, 2021 through June 30, 2022. DISCUSSION
City Council approval is requested to enter into contract between with the City of Los Angeles, Economic and Workforce Development Department (EWDD), to receive funding for Pacific Gateway Workforce Innovation Network (Pacific Gateway), San Pedro-based Harbor Gateway WorkSource Center (Center) to provide eligible at-risk youth and young adults between the ages of 14-24 with subsidized work experience, foundational workplace skills, and connections to the labor force in service areas through the Los Angeles County Youth@Work Program - WBL.
Pacific Gateway administers the federal Workforce Innovation and Opportunity Act (WIOA) and other employment and training funds received annually by the City of Long Beach (City). These funds support job training programs and business services delivered by the WorkPlace, Youth Opportunity Center, Harbor Gateway WorkSource Center, and selected community-based organizations, to assist residents in acquiring skills leading to employment in high-demand occupations with local employers.
Pacific Gateway operates the Center on behalf of the communities surrounding the Los Angeles Harbor under a contract with the City of Los Angeles. That Center functions similarly to other Pacific Gateway job centers by providing employment assistance to adults and dislocated workers, and by partnering with businesses to meet their workforce needs.
The contractual relationship between EWDD and Pacific Gateway creates a regional strategy to promote job opportunities for youth workers in both Long Beach and the Harbor area of Los Angeles. The City will receive $266,202 for continued services for program year 2021-2022.
The contractual relationship with the City of Los Angeles and its Workforce Development Board continues to bridge strategies, allowing the neighboring Long Beach and Los Angeles communities to better work together in tapping into regional employment opportunities, including those of the Harbor area and its twin ports.
The City of Los Angeles notified Pacific Gateway that it would receive $266,202 in County of Los Angeles WBL funds for continued services for youth residents for program year 2021-2022.
This matter was reviewed by Deputy City Attorney Amy R. Webber on September 9, 2021 and Budget Management Officer Rhutu Amin Gharib on September 23, 2021.
TIMING CONSIDERATIONS
City Council action is requested on October 12, 2021, to ensure the agreement is in place expeditiously.
FISCAL IMPACT
Pacific Gateway will receive grant reimbursement revenue in an amount not to exceed $266,202 for the period of July 1, 2021 through June 30, 2022. Sufficient funds are currently budgeted in the Community Development Grants Fund Group in the Economic Development Department. These funds will supplement programs currently operated by Pacific Gateway, and no City match or in-kind service is required. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. Approval of this recommendation will result in education and employment preparation, placement, and retention services for program participants.
