TITLE
Recommendation to authorize City Manager to execute amendments to increase contract amounts with CelPlan Technologies, Inc., Siemens Industry, Inc., and Pacific Services, Inc., for furnishing and delivering video surveillance cameras and related system components, increase the contract amounts by $360,000, for a total amount not to exceed $535,000 in year one, with the option to renew for two additional one-year periods in an annual amount not to exceed $175,000, at the discretion of the City Manager. (Citywide)
DISCUSSION
On August 7, 2012, the City Council authorized the City Manager to enter into annual contracts with CelPlan Technologies, Inc. (contract No. 32730), Siemens Industry, Inc. (contract No. 32731), and Pacific Services, Inc. (contract No. 32732) for furnishing and delivering video surveillance cameras and related system components in an amount not to exceed $175,000 for the period of one year, with the option to renew for two additional one-year periods. This item is to request City Council approval to increase the amount by $360,000 for a total amount not to exceed $535,000 in year one to support the installation of 39 additional cameras in the Convention Center and Pike areas.
The additional proposed cameras will be funded by the 2010 Buffer Zone Protection Program Grant received by the Police Department and scheduled for consideration by the City Council on December 4, 2012.
Over the past several years, the City of Long Beach has deployed video surveillance cameras to enhance public safety in our community. These cameras have proven to be a cost effective tool for preventing, deterring and investigating crimes.
In September 2010, the Technology Services Department (TSD) assumed responsibility for the technical support of the cameras and telecommunications infrastructure connecting the cameras to the City's network. TSD has continued to repair and maintain the existing cameras, as well as install new cameras at various locations throughout the City's facilities, parks and the public right-of-way. As funding is identified, TSD, in collaboration with the Long Beach Police Department, continues to expand the use of video surveillance cameras across the City.
This matter was reviewed by Deputy City Attorney Gary J. Anderson on November 20, 2012 and by Budget Manager Dennis Strachota on November 26, 2012.
TIMING CONSIDERATIONS
City Council action is requested on December 11, 2012 to ensure the projects are completed within the grant timeline prior to the grant end date of February 28, 2013.
FISCAL IMPACT
The estimated combined annual amount of these contracts will not exceed $535,000 in year one, or $175,000 in option years two or three. The additional proposed cameras will be funded by the 2010 Buffer Zone Protection Program Grant, scheduled for consideration by the City Council on December 4, 2012. The appropriation is in General Grants Fund (SR 120) in the Police Department (PD). There is no local job impact associated with this recommendation.
