TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents, and any subsequent amendments, to receive and expend grant funding in the amount of $221,325 from the Federal Highway Bridge Program, for local highway bridge improvements at the 2nd Street Bridge over Marine Stadium;
Increase appropriations in the Gas Tax Street Improvement Fund (SR 181) in the Public Works Department (PW) by $221,325, offset by grant revenue; and
Accept Categorical Exemption No. CE-17-192. (District 3)
DISCUSSION
City Council approval is requested to accept grant funding in the amount of $221 ,325 for local highway bridge improvements. The Federal Highway Bridge Program (HBP) provides funding to improve or replace local highway bridges deemed unsafe by the Federal Highway Administration (FHWA). Per the 2016 Bridge Inspection Report, the 2nd Street Bridge over Marine Stadium (Exhibit A) was found to be structurally deficient. On July 2016, staff submitted a request for HBP funding to replace the existing concrete deck, bridge barrier and light posts, and to perform improvements to bridge approaches.
On August 14, 2017, the City Manager executed Program Supplemental Agreement No. 07- 5108-F15 with Caltrans, under the authority of Resolution No. RES-07-0097, to formalize the terms and conditions of use of the HBP funds. The Agreement specifies each agency's role regarding HBP funds, which includes bridge testing, reviewing, approving, and invoicing for the project.
In conformance with the California Environmental Quality Act, Categorical Exemption No. CE- 17-192 was issued for this project (Exhibit B).
This matter was reviewed by Deputy City Attorney Linda T. Vu on December 11, 2017 and by Revenue Management Officer Geraldine Alejo on December 21, 2017.
TIMING CONSIDERATIONS
City Council action is requested on January 9, 2018, to expedite the use of the grant funds.
FISCAL IMPACT
The City's portion of project costs to be paid to City staff and the County is $250,000. Costs will be funded with the Federal Highway Bridge Program grant in the amount of $221 ,325. The grant is currently unbudgeted; therefore, an appropriation increase of $221 ,325 in the Gas Tax Street Improvement Fund (SR 181) in the Public Works Department (PW) is requested, offset by grant revenue. The remaining amount of $28,675 is the grant's required local match. The local match is supported with State Gas Tax funds, which are appropriated in the Gas Tax Street Improvement Fund (SR 181) in the Public Works Department (PW). Approval of this recommendation will provide continued support to the local economy.
