TITLE

Recommendation to adopt resolution authorizing the temporary closure of certain streets, alleys, walkways, the Promenade, and the downtown shoreline bike path in the City of Long Beach in connection with the conduct of the 2016 Toyota Grand Prix of Long Beach.  (District 2)

DISCUSSION

On April 15 through 17, 2016, the 42nd Annual Toyota Grand Prix of Long Beach will be held on the streets of Long Beach.  This event will attract over 175,000 people to the city and receive national and international media coverage.  In order to allow for the staging of this event, a Resolution has been prepared that provides for the temporary closure of certain streets, alleys, walkways, the Promenade, and the downtown shoreline bike path so that the race may be held on city streets.

Included in the attached Resolution is the proposed schedule for temporary closure of certain streets, alleys, walkways, the Promenade, and downtown shoreline bike path.  The bike path, beginning at Seaside Way and Chestnut Place, and continuing to a point approximately 400 feet east of the beach parking, must be closed during the race to allow fire trucks and medical vehicles continual access to the back side of the bleachers situated on the north and south sides of Shoreline Drive.  The Departments of Fire, Gas and Oil, Water, Police, Public Works, Financial Management, Development Services, Health and Human Services, and Parks, Recreation and Marine, as well as Long Beach Transit, have reviewed this schedule.

Traffic management and signage plans shall be forwarded to newspapers serving the greater Long Beach area asking for their cooperation to publicize these plans as a public service during the weeks prior to the race.

This matter was reviewed by Deputy City Attorney Richard Anthony on November 12, 2015, and by Budget Management Officer Victoria Bell on November 6, 2015.

TIMING CONSIDERATIONS

City Council approval is requested on December 1, 2015, in order to expedite the execution of the Resolution.  Construction for the 2015 Toyota Grand Prix of Long Beach begins on February 15, 2016.
