TITLE
Recommendation to authorize City Manager to execute all documents with the State of California to receive a $100,000 grant in Workforce Investment Act 15 percent funds for the High Concentration of Eligible Youth Additional Assistance project; execute all documents with various initiative partners in an amount totaling $17,500; and execute any needed subsequent amendments.  (Citywide)
 
DISCUSSION
The State's Labor and Workforce Development Agency awarded Pacific Gateway one of five grants to implement a program focusing on youth with disabilities.  The project, in tandem with the Long Beach Unified School District's Transition Partnership Program, will help high school youth with cognitive and physical disabilities transition into productive adulthood by equipping them with work readiness skills, helping them explore career interests, and placing them in employment and meaningful internship opportunities.  
 
Activities include a 20-hour Work Readiness Program and 25-hour Career Exploration program, culminating in a Work Readiness Certification, and stipend-supported internships or jobs.
 
The State has awarded the Workforce Investment Board's Pacific Gateway $100,000 in grant funds to complete this work during the period of July 1, 2011 - June 30, 2012.

TIMING CONSIDERATIONS
City Council action is requested on July 19, 2011, in order to facilitate processing of required documents.
 
FISCAL IMPACT
Sufficient funds are currently budgeted in the Community Development Block Grants Fund (SR 150) in the Department of Human Resources (HR) for Fiscal Year 2011 (FY 11) activities.  The remaining amount will be appropriated via the Fiscal Year 2012 (FY 12) budget process.  There is no impact to the General Fund. Approval of this item will result in continued job training and employment skills enhancement for 50 youth.
