TITLE
Recommendation to authorize City Manager to execute all necessary agreements and any subsequent amendments that change the terms or increase grant amounts with the South Bay Center for Counseling, to receive $38,000 to augment Youth Opportunity Center Programs for the period of July 1, 2006 through June 30, 2007. (Citywide)
DISCUSSION
The Workforce Development Bureau's Youth Opportunity Center (YOC) provides a wide
range of development services to young people, ranging in age from 14 to 24. As a
direct youth services contractor to the County of Los Angeles, the South Bay Center for
Counseling (Center) has partially funded the YOC's Hire-A-Youth Program over the last
few years.
The Hire-A-Youth Program (Program) delivers employment preparation and placement
services to young people, ages 16 to 24, who reside in the greater Long Beach area.
The program specifically addresses issues commonly faced by teenagers and young
adults ready to enter the workforce. Services include youth job fairs and employer
recruitments, employment preparation, coaching, resume writing assistance,
interviewing skills practice and job referrals to employers. Support for appropriate
clothing, referral to General Education Diploma (GED) services and bus passes are also
provided for those in need.
The Center is providing $38,000 of funding this year to partially cover YOC staff costs
and supportive services for the Program. The balance of funds for the Program come
from other workforce development grants administered by the Bureau.
This letter was reviewed by Deputy City Attorney J. Charles Parkin .on June 27, 2006
and Budget Management Officer David Wodynski on July 19,2006.
TIMING CONSIDERATIONS
City Council action is requested on August 1, 2006 to facilitate processing of required
documents.
FISCAL IMPACT
Sufficient funds are currently appropriated in the Community Development Grants Fund
(SR 150) in the Department of Community Development (CD). There is no impact to
the General Fund.
