TITLE

Recommendation to adopt Plans and Specifications No. R-7012 for Orange Avenue, between 52nd Street and 64th Street; award a contract to Sequel Contractors, Inc., of Santa Fe Springs, CA, in the amount of $2,333,215, and authorize a 10 percent contingency in the amount of $233,322, for a total contract amount not to exceed $2,566,537; authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments thereto; and consider Categorical Exemption No. CE 14-125 (15301, Class 1).  (Districts 8,9)

 

DISCUSSION

City Council approval is requested to enter into a contract with Sequel for street improvements on Orange Avenue, between 52nd Street and 64th Street, which is in need of rehabilitation. The rehabilitation work consists of replacing damaged curbs, gutters, driveways, alley entrances and sidewalks; tree trimming and root shaving; reconstructing deteriorated pavement by cold milling and resurfacing; and, installing pavement markers, markings, traffic striping, signage and curb painting. The vicinity map showing the project location is attached.

 

The bid was advertised in the Press-Telegram on October 9, 2015, and 3,728 potential bidders specializing in construction were notified of the bid opportunity.  Of those notified, 84 downloaded the bid documents via the PlanetBids.  The bid document was made available by the Purchasing Division, located on the seventh floor of City Hall, and on the Division’s website at www.longbeach.gov/purchasing . A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which was sent to 22 local, minority and women-owned business groups.  Bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry.  Ten bids were received on December 22, 2015.  Of those ten bidders, two were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), five were certified Small Business Enterprises (SBEs), two were Disadvantaged Business Enterprises (DBEs), and one was a Long Beach business (Local).  Sequel Contractors, Inc., of Santa Fe Springs, CA, was the lowest responsible bidder.

 

Local Business Outreach

 

In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit bids for City contracts.  The Purchasing Division also assists businesses with registering on the Bids Online database to download bid specifications.  Through outreach, 334 Long Beach vendors were notified to submit bids, of which seven downloaded and one submitted a proposal.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on January 13, 2016 and by Budget Management Officer Victoria Bell on January 14, 2016.

 

SUSTAINABILITY / ENVIRONMENTAL

 

The old asphalt material to be removed under this contract (approximate 5,000 tons) will be recycled into new asphalt or utilized as base material on other street projects.  The street will be resurfaced with asphalt containing up to 15 percent recycled material.  Finally, 650 tons of road base made from recycled concrete, rock, sand and asphalt will be utilized in this project, and all concrete work will include recycled waste ash, diverting these materials from landfills.

 

In accordance with the California Environmental Quality Act (CEQA), this project has been determined to be categorically exempt, pursuant to Title 14, California Code of Regulations Chapter 3, Article 19, Section 15301 (attached).

 

COMPLETE STREETS ASSESSMENT

 

Pursuant to Assembly Bill 1358 (the California Complete Streets Act) and as part of the implementation of the Mobility Element of the Long Beach General Plan, the City’s practice is to conduct a complete streets assessment for all roadway construction projects.  The project site, Orange Avenue, from 52nd Street to 64th Street, is a mixed use area zoned for residential and commercial.  It currently has five-foot to ten-foot wide sidewalks, 19 bus stops served by two Long Beach Transit routes, and bike lanes on both sides of the street.  The bike lanes are being widened and updated to current standards. The current infrastructure encourages the use of multi-modes of transportation by motorists, bicyclists, public transit passengers, and pedestrians of all ages and abilities.  The project site has landscaping areas along the sidewalks, and where feasible, additional landscaping was added to enhance the pedestrian realm. Currently, the tree well spacing is between 25 feet and 40 feet.

 

TIMING CONSIDERATIONS

City Council action to adopt Plans and Specifications No. R-7012 and award a contract concurrently is requested on February 16, 2016, to ensure that the contract is in place expeditiously.

 

FISCAL IMPACT

The total cost for this project is estimated at $2,996,266, and includes the construction contract award of $2,566,537, plus the cost for design, construction, construction management, labor compliance and project oversight. Sufficient funds for this project are budgeted in the Gasoline Tax Street Improvement Fund (SR 181) and the Transportation Fund (SR 182) in the Public Works Department (PW).  Approval of this recommendation will result in a positive local job impact.
