DISCUSSION
The City of Long Beach provides services at geographically placed Facilities Centers located throughout the City and at the Multi-Service Center for the Homeless (MSC).
Community-based services are provided by the local non-profit agencies that occupy office space at these sites. Agencies utilizing space at the centers are required to be non-profit agencies, and they must address a critical need at the local level. Space is provided on a first-come first-served basis, based upon availability. All agencies must meet City insurance requirements. As per City requirements, the occupant agencies must execute a FUP with the City.
 
The Facility Use Permits (FUPs) will be for an initial term of five years and extended at the end of the term upon a determination by the City that the permittees have fully complied with the terms and conditions of the Permits and are otherwise in good standing with the City.

TIMING CONSIDERATIONS
City Council action is requested on June 17, 2008 in order to allow the Facility Use Permit to begin on July 1, 2008.
 
FISCAL IMPACT
Facility Use Permits are granted at no fee or charge to the agencies. The agencies utilizing space at the MSC and West Facilities Center are funded by the U.S.
Department of Housing and Urban Development continuum of Care grants, foundation funds, and State funding to provide direct services to the City's population. As the lead operator of these facilities, the City is responsible for utilities and facility costs.
