TITLE
Recommendation to request City Manager to re-adopt a Sidewalk Repair CIP allocation formula to equitably address the City's infrastructure needs by maintaining parity in the percentage of repairs completed in each District.
DISCUSSION
The City of Long Beach 2010 Strategic Plan established neighborhood
development goals of restoring our neighborhoods as the center of community
life as the most important step the City of Long Beach can take to build a positive
future. The 201 0 Plan stated, "Our neighborhood's infrastructure is gradually
deteriorating and a number of neighborhoods in central, downtown, and west
side of Long Beach are severely deteriorated." (Page 11 - Goal 4)
City Staff initiated a Capital Improvement Project (CIP) in 2000 to repair
damaged sidewalks throughout the City and provided the City Council with six
program options. The City Council directed staff to allocate resources for the CIP
equally among the nine Council District. We believe it is the appropriate time to
assess the effectiveness of this strategy and request that the City Council direct
the City Manager to equitably allocate funding for the CIP.
Public Works provided a presentation on September 6, 2005 that
included a city survey that indicated 62,421 damaged locations existed
throughout the city in 2000. Since that time, 24% of damaged locations have
been repaired thru 2005. The damaged locations identified by staff in 2000
varied from a low of 3,400 locations in the 1 st district to 10,862-damaged location
in the 5th district. While the previous City Council action was an attempt to
provide an equitable solution to an inequitable problem, the equal distribution of
funding has resulted in many districts falling further and further behind in the
percentage of damaged locations being repaired. For example, 46% of the 1''
District has been completed compared to only 16% completed in the 8th district.
We would like to request that the City Manager develop an allocation
formula that would allocate half of the funding per year be divided 9 equal
ways and the remaining half to be divided between any districts that have 24%
(average % completed) or less of the work completed in their districts. This
formula should be reassessed annually to maintain parity in percentage repaired.
