DISCUSSION
As part of the City's operating expense for facilities maintenance, the City enters into an annual contract for electrical supplies. The contracts combine the estimated requirements Citywide to secure pricing at the highest volume discounts available, based on historical expenditures. Awarding multiple contracts allows the City to purchase supplies at the lowest price per item or item group, and it provides alternate sources for items that may not be adequately stocked by a single vendor.
 
The bid was advertised on March 23, 2009, and 174 potential bidders specializing in electrical supplies were notified; 20 are Minority-owned Business Enterprises (MBE), 30 are Woman-owned Business Enterprises (WBE), 33 are certified Small Businesses (SBE), and 21 are Long Beach businesses. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall and the Division's website at www.longbeach.gov/purchasing. A bid announcement was also included in the Purchasing Division's weekly update on Open Bid Opportunities sent to 30 local, minority, and women's business groups. Five bids were received and a public opening occurred on March 31, 2009. CED, dba Metropolitan Electrical Distributors of Los Angeles, CA (not an SBE, WBE or MBE), Global Access Supply, Inc., of Lakewood CA (an SBE), and Walters Wholesale Electric Company of Long Beach, CA (local) were the lowest responsible bidders.
 
This matter was reviewed by Deputy City Attorney Amy R. Burton on March 5, 2009 and Budget and Performance Management Bureau Manager David Wodynski on April 20, 2009.
 
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-01109 and award the contract is requested on May 5, 2009 to ensure that a contract is in place prior to the June 1, 2009 start date.
 
FISCAL IMPACT
The cost of this contract, in the estimated total amount of $500,000 annually, is budgeted by various departments and various funds. This amount is based on historical expenditures and reflects a decrease of $100,000 annually in the estimated amount awarded on the previous contracts. The City will have the option of adding a contingency of 10 percent (or $50,000) above the annual contract amount, if necessary and if funds are available.
