DISCUSSION
The City of Long Beach has historically used professional consultants on an as-needed basis to provide environmental surveys, certified materials testing and inspection, and other related services for capital projects related to facility, building, and infrastructure improvements. These as-needed services include asbestos and lead-based paint surveys, abatement monitoring, air quality monitoring, environmental sampling and testing of soil and other materials. Certified materials testing and laboratory services will include, but are not limited to, reinforced concrete, masonry, aggregates, asphalt, soils, metal, fireproofing, and other construction materials. Professional construction inspection services in the public right-of-way as well as special deputy inspections of City facilities are required by building codes.
 
These services are needed as the Public Works Department does not have specialized expertise in some of these fields, including environmental asbestos and lead-based paint surveying and abatement and air quality monitoring, nor the necessary testing laboratories, to cover all of its capital projects. Current as-needed consultant contracts related to these specialized fields have expired or will expire shortly. In anticipation of this, a Request for Proposal (RFP) process was conducted in accordance with Administrative Regulation 8-4, "Selecting Professional Consultants," to secure these needed professional services.
 
A host of consulting firms, led by 14 prime consulting firms, submitted formal written proposals. The consultants and subconsultants altogether included 10 MBE/WBE/DBE firms and three local Long Beach firms. A multi-departmental Technical Evaluation Committee reviewed the proposals, interviewed a short-listed portion of the aforementioned respondents, and selected the following four firms to provide the scope of professional services based on each firm's proposal, oral interview, qualifications, experience, references, and range of services:

·      Ninyo & Moore
·      Kleinfelder
·      Professional Service Industries, Inc.
 
Including their subconsultants, these recommended firms include four MBE/WBE/DBE firms and two local Long Beach firms. It is recommended that as-needed service' agreements be issued to the aforementioned firms, with a maximum authorized amount of $1,200,000 each, for a total of $4,800,000. The recommended term for each contract is three years. As individual projects are identified, Public Works will issue work orders to the various firms. Each work order will be funded from the source identified for each particular project.
 
This matter was reviewed by Deputy City Attorney Lori A. Conway and Budget Management Officer David Wodynski on September 25, 2006.
 
TIMING CONSIDERATIONS
City Council approval is requested on October 10, 2006, to allow a continued timely output of Capital Improvement Projects.
 
FISCAL IMPACT
The four contract awards are for a maximum amount of $1,200,000 each, for an aggregate maximum total not to exceed $4,800,000 during a three-year term of the contracts. Sufficient funds to cover these costs are included in various capital improvement project budgets in the Department of Public Works (PW). An appropriation increase is not required.
