TITLE
Recommendation to authorize City Manager to accept a total of $2,922,465 in grant funds, awarded by California State Parks through the Statewide Park Development and Community Revitalization Program of 2008, for the construction of a new community center and community garden at Orizaba Park, and for the development of a new mini park at 851 Orange Avenue; increase appropriations by $2,922,465 in the Capital Projects Fund (CP) in the Department of Parks, Recreation and Marine (PR); and execute any documents necessary for the administration of the projects. (Districts 1,4)
DISCUSSION
In 2006, California voters passed the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006, also known as Proposition 84. Subsequent enabling legislation authorized $368 million in Proposition 84 grant funding for the Statewide Park Development and Community Revitalization Program of 2008 (Park Development Program). On February 16, 2010, the City Council authorized the Department of Parks, Recreation and Marine (PRM) to apply for grant funding through the Park Development Program. Recently, PRM was notified of the award of grant funding in the amount of $2.2 million for the construction of a new community center and community garden at Orizaba Park, and $722,465 for the development of a new mini park at 851 Orange Avenue, for a total award of $2,922,465 in grant funding.
This matter was reviewed by Deputy City Attorney Gary J. Anderson on March 17, 2011 and Budget Management Officer Victoria Bell on March 29, 2011.
SUSTAINABILITY
The proposed community center at Orizaba Park is planned to meet Leadership in Energy and Environmental Design (LEED) Silver requirements. The proposed mini park at 851 Orange Avenue is planned to include native paintings, recycled materials, an efficient irrigation system, and some on-site storm water management. As such, both projects will meet the City's sustainability goals.
TIMING CONSIDERATIONS
City Council action is requested on April 12, 2011, in order to allow timely execution of pertinent documents and to continue the design and development process.
FISCAL IMPACT
An appropriation increase is requested as follows: $2.2 million for the Orizaba Park community center and community garden project, and $722,465 for the new mini park at 851 Orange Avenue. The grant does not require matching funds or in-kind services. City staff time for eligible project management and grant administration will be charged directly to these projects in order to recover allowable administrative costs. Future annual park maintenance costs provided by PRM's landscape contractor are estimated to be $3,500, and will be absorbed within PRM's existing operating budget. The recommended action will result in a positive impact on jobs. To date, a total of 10 to 12 jobs have been created by the Orizaba Park community center and community garden project.
