TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents and any subsequent amendments, including amending the terms or changing the amount of the award, with the County of Los Angeles, to accept and expend grant funding in the amount of $150,000 for the Interjurisdictional Collaborative Program, for a one-year period estimated to begin on October 1, 2023, with the option to extend the agreement for four additional one-year periods, at the discretion of the City Manager. (Citywide)
DISCUSSION
Long Beach is a recognized leader in addressing homelessness in a systematic and coordinated way. The Interjurisdictional Collaborative Program is a Health and Human Services Department (Health Department), Homelessness Services Bureau (HSB) program that further enhances Long Beach's approach to homelessness and establishes best practices and procedures for reducing the impacts of street homelessness.
This program increases Long Beach's capacity to incorporate multiple departments within the City of Long Beach (City) and County to expand and enhance the expertise in responding to street homelessness. Staff members funded by this grant coordinate with various entities including the Law Enforcement Assisted Diversion (LEAD), Priority Access Diversion (PAD), and Long Beach Metro. The Long Beach Fire, Long Beach Police, Public Works, and Parks, Recreation, and Marine Departments, with the City Attorney's Office, are also a part of the program.
This grant will support funding for two existing positions, an Interjurisdictional Liaison, and a Homeless Resource Coordinator in the HSB to help meet the goals and objectives of the grant, which include increasing inter-jurisdictional collaboration and engaging with the County of Los Angeles and other partners on posting, outreach, and cleanup activities.
This matter was reviewed by Deputy City Attorney Anita Lakhani on August 15, 2023 and by Budget Analysis Officer Greg Sorensen on August 17, 2023.
TIMING CONSIDERATIONS
City Council action is requested on September 5, 2023, to continue to provide these services without interruption.
FISCAL IMPACT
The City will receive funding in the amount of $150,000 for a one-year period estimated to begin October 1, 2023. Sufficient funds are currently budgeted in the Health Fund Group in the Health Department, offset by grant revenue. Any indirect costs that might not ultimately be eligible for grant funds will be funded by the Health Operating Fund, General Fund, or other eligible funds. There is no City match of funds or in-kind services required, and no impact to the General Fund. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
