TITLE
Recommendation to adopt Specifications No. PA-00811-B and award a contract to Tri-Pacific Supply, Inc., of Rocklin, CA (not an MBE, WBE, SBE, or Local) for furnishing and delivering domestic gas meters, in an annual amount not to exceed $500,000, with the option to renew for two additional one-year periods, at the discretion of the City Manager.  (Citywide)
 
DISCUSSION
City Council approval is being requested to enter into an annual contract with Tri-Pacific Supply, Inc., for the purchase of domestic gas meters earmarked by the Long Beach Gas and Oil Department (LBGO) to replace aging residential meters.  The installation of new gas meters will provide for the safe and efficient delivery of natural gas to LBGO customers in Long Beach and Signal Hill.
 
The bid was advertised in the Press-Telegram on February 16, 2011 and 98 potential bidders specializing in domestic gas meters were notified of the bid opportunity.  Of those bidders, eight downloaded the bid via our electronic bid system.  The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women's business groups.  One bid was received on the bid opening date of March 1, 2011.  Tri-Pacific Supply, Inc., of Rocklin, CA (not an MBE, WBE, SBE or Local) as the sole respondent, is recommended to furnish and deliver domestic gas meters.
 
Local Business Outreach
 
Our outreach goal is to encourage Long Beach businesses to participate in City procurement processes and submit proposals for City contracts.  We assist businesses with registering on our Bids Online database to download the bid specifications. Two Long Beach vendors were contacted to to offer local outreach, none of which downloaded or submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
 
This matter was reviewed by Deputy City Attorney Amy R. Burton on March 17, 2011 and Budget Management Officer Victoria Bell on March 21, 2011.
 
TIMING CONSIDERATION
City Council action to adopt Specifications No. PA-00811-B and award a contract concurrently is requested on April 12, 2011 to ensure that the contract is in place expeditiously.
 
FISCAL IMPACT
The cost of this contract is an annual amount not to exceed $500,000. This activity is currently budgeted in the Gas Enterprise Fund (EF 301) in the Long Beach Gas & Oil Department (GO).   There is no local job impact associated with this recommendation.
