TITLE
Recommendation to adopt Plans and Specifications No. R-7013 for the Improvements of Studebaker Road between Spring Street and Wardlow Road; award a contract to Sequel Contractors, Inc., of Santa Fe Springs, CA, in the amount of $1,245,065, and authorize a 15 percent contingency in the amount of $186,760, for a total contract amount not to exceed $1,431,825; and authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments thereto. (District 5)
DISCUSSION
The street infrastructure on Studebaker Road, between Spring Street and Wardlow Road, is in need of rehabilitation. The rehabilitation work consists of removal and replacement of damaged concrete curbs and gutters, driveway aprons, alley entrances and sidewalks; trimming and root shaving trees; reconstructing areas of deteriorated pavement; cold milling and resurfacing the existing asphalt concrete pavement using the environmentally friendly Cold-in-Place Recycling method; placement of Asphalt Rubber Hot Mix surface course; adjust utility covers and lids; and installing pavement markers, markings, traffic striping, signing and curb paint. The bid was advertised in the Press-Telegram on August 14, 2015 and 3,597 potential bidders specializing in construction were notified of the bid opportunity. Of those bidders, 77 downloaded the bid via our electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 business groups that represent local, minority and women-owned businesses. Bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry. Seven bids were received on September 23, 2015. Of those seven bidders, one was a Minority-owned Business Enterprise (MBE) and a Women-owned Business Enterprise (WBE), two were certified Small Business Enterprises (SBEs), one was a Disadvantaged Business Enterprise (DBE), and one was a Long Beach business (Local). Sequel Contractors, Inc., of Santa Fe Springs, CA (SBE; not MBE, WBE, DBE or Local), was the lowest responsible bidder.
Local Business Outreach
In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the Bids Online database to download bid specifications. Through outreach, 324 Long Beach vendors were notified to submit bids, of which 5 downloaded the bid documents and one submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
This matter was reviewed by Deputy City Attorney Linda Vu on September 3, 2015, and by Budget Management Officer Victoria Bell on September 25, 2015.
SUSTAINABILITY
This project will utilize the Cold in-Place Recycling (CIR) method to rehabilitate Studebaker Road pavement between Spring Street and Wardlow Road, which uses the existing asphalt pavement to produce the reclaimed asphalt pavement (RAP) on the project site. RAP will be obtained by cold-milling and crushing the existing pavement to a specific aggregate size, which will be mixed with rejuvenating asphalt emulsion. This process will be performed in a single-pass “train” of equipment, and then laid directly onto the road surface as a base pavement course. CIR is an environmentally-friendly rehabilitation method minimizing air pollution since there will be no heat or fumes involved in the process, and, cost-effectively reuses the existing pavement, thus eliminating transportation costs while reducing traffic disruption. Additionally, the roadway will be open to traffic almost immediately after the CIR RAP is compacted. A typical CIR project is approximately one-half to one-third the cost of traditional reconstruction methods. Approximately, 4,950 tons of asphalt concrete pavement will be recycled using CIR method, and over 495 truck trips will be eliminated.
In accordance with the California Environmental Quality Act (CEQA), this project has been determined to be statutorily exempt.
TIMING CONSIDERATIONS
City Council action to adopt Plans and Specifications No. R-7013 and award a contract concurrently is requested on October 13, 2015 to ensure that the contract is in place expeditiously.
FISCAL IMPACT
The contract award amount will not exceed $1,431,825, inclusive of the recommended 15 percent contingency of $186,760. The total project cost is estimated at $1,605,000 and includes construction, construction management, and project support. The project will be supported by $510,000 in Gas Tax Street Improvement funds, $250,000 in Proposition A funds and $845,000 in Proposition C funds. Proposition A and C funding is intended for the construction, maintenance and improvement of mass transit services and facilities.
Gas Tax Street Improvement funds are currently appropriated in the Gas Tax Street Improvement Fund (SR 181) in the Public Works Department (PW). Proposition A and Proposition C funds are appropriated in the Transportation Fund (SR 182) also in the Public Works Department (PW). Approval of this recommendation will provide continued support to our local economy by assisting in the preservation of employment for five full-time employees residing in Long Beach.
