DISCUSSION
City Council approval is requested to amend the terms of Contract No. 34577 with Bitech Construction Company, Inc., Contract No. 34571 with Exbon Development, Inc., Contract No. 34582 with Good-Men Roofing and Construction, Inc., Contract No. 34586 with Harry Joh Construction, Inc., Contract No. 34578 with Thomasville Construction, Inc., and Contract No. 34575 with Vincor Construction, Inc., to allow staff to continue using Job Order Contracting (JOC) services while the City of Long Beach (City) completes the procurement process for the new JOC services bench. An update to the construction task catalogue is required to adjust costs to market rate.
On March 21, 2017, the City Council awarded contracts to eight firms for JOC services for one year, with the option to renew for two additional one-year periods. On March 16, 2021, the City Council amended six of these contracts to extend the term for an additional one-year term.
The current contracts will expire on March 21, 2022. The City is currently in the procurement process for the next set of JOC services contracts. Extending the term for an additional year, or until the new JOC contracts are executed, will ensure the continuity of current projects and their deliverables.
This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on February 15, 2022, Purchasing Agent Michelle Wilson on February 9, 2022, and by Budget Management Officer Nader Kaamoush on February 23, 2022.
TIMING CONSIDERATIONS
City Council action is requested on March 15, 2022, to allow for uninterrupted continuation of JOC services.
FISCAL IMPACT
The requested action will extend the terms of the six contracts for an additional one-year period, through March 21, 2023 or when the new JOC contracts are executed, whichever comes first in time. No additional aggregate contract authority is requested and there is no appropriation increase requested at this time. Any work not currently budgeted will only proceed at such time as appropriations have been approved by the City Council. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with the existing City Council priorities. Approval of this action would potentially have a positive impact on the local job market.
