DISCUSSION
The Long Beach Airport receives grant funds annually from the Federal Aviation Administration's Airport Improvement Program (Alp). Entitlement funds are the portionof the AIP funds to which the Airport is entitled, based on the number of passengers enplaned in the previous fiscal year, and are calculated by the FAA using a set formula. Discretionary funds are the portion of AIP grants funds that are allocated to airports based on need and national priority, as determined by the FAA. Each year the Airport submits a grant application for AIP funds (both entitlement and discretionary) to pay for major airport infrastructure rehabilitation and improvement. The
projects in this year's grant application will include:
0 Rehabilitation of Taxiway L, the primary taxiway providing air carrier access to the departure end of Runway 30. Taxiway L is showing significant pavement distress following this past year's heavy rains and has required several emergency closures for major temporary repairs. Rehabilitation of the taxiway will return it to 'new' condition. Installation of in-pavement runway guard lights at the intersection of Taxiway K
and B, one of the airport's most incursion-prone intersections. This project was recommended by the FAA as a runway safety improvement to reduce the number of runway incursions at this complex intersection. Improvement of the perimeter road at the west end of Runway 7R-25L to allow use by general aviation aircraft. The improved Taxilane H will provide a connector between Taxiways F and J and provide access to Parcel X-2. The improvement of the perimeter road to allow use by aircraft will improve airfield safety by reducing the number of aircraft crossing Runway 7R-25L, the Airport's most heavily used general aviation runway. It will also provide access to Parcel
X-2, a potential reliever aircraft tiedown and storage area for Parcel J. Acquisition of a second 3,000-gallon Aircraft Rescue and Fire Fighting (ARFF) vehicle. This is the second of three vehicles that the FAA has recommended the City replace to ensure that the Airport continues to meet federal emergencyresponse requirements for air carrier airports.

FISCAL IMPACT
The grant offer for these projects is $6,796,539. The City's matching fund obligation for this grant is $357,713 and will be provided by the Airport Enterprise Fund. AIR-21, the
enabling legislation for the grant program, has reduced the City's matching fund obligation to 5 percent. Matching funds are budgeted in the Airport Enterprise Fund (EF320) in the Department of Public Works (PW).
