DISCUSSION
The City of Long Beach has been awarded a Bicycle Transportation Account (BT A) Grant from Caltrans in the amount of $174,325 to develop a bike-transit hub at the Metro Blue Line Willow Station. This location was studied and developed in partnership with the Metropolitan Transportation Authority (Metro).
 
Bike-Transit Hub Access Plans are part of the Metro Bicycle Transportation Strategic Plan (BTSP), a countywide effort to improve bicycle facilities. The countywide BTSP focuses on improving bicycle accessibility to major transit hubs in Los Angeles County.  One hundred sixty seven (167) bike-transit hubs were identified by Metro and evaluated as part of the BTSP. Twelve (12) hubs were selected for inclusion in the development of initial Access Plans. The Long Beach Metro Blue Line Willow Station was among the 12 hubs selected, and in cooperation with City staff, an Access Plan was developed and incorporated into the City's Bicycle Master Plan in 2005. (Please see Map 1, attached.) Bike-transit hub improvements primarily focus on improving accessibility within a 1,500 feet radius of the transit station, and include on-street bikeway improvements, bicycle sensitive detector loops and markings, pavement markings and signage, and replacement paving for improved bicycle safety.
 
This letter was reviewed by Deputy City Attorney Amy Burton on January 15, 2008 and Budget Management Officer Victoria Bell on January 22, 2008.
 
TIMING CONSIDERATIONS
City Council action on February 12, 2008 is requested in order to submit the required executed agreement to Caltrans to receive the grant award.
 
FISCAL IMPACT
Total project costs are estimated at $197,825. The Caltrans Bicycle Transportation Account Grant will cover $174,325 (88 percent) of the total cost resulting in a City matching fund requirement of $23,500. Sufficient funds are budgeted in the Transportation Fund (SR 182) in the Department of Public Works (PW) to support the City's matching fund requirements. Since the Caltrans monies are currently unbudgeted, an appropriation increase is requested in the amount of $174,325 in the Gas Tax Street Improvement Fund (SR 181) in the Department of Public Works.
