TITLE
Recommendation to determine that the granting of Facility/Pipeline Permit No. P-240-11 to Oil Operators, Inc., and Facility/Pipeline Permit No. P-241-11 to Tidelands Oil Productions, will not be contrary to the public interest; and authorize City Manager to issue said permits in accordance with Section 15.44.060, Permit Issuance, of the Long Beach Municipal Code.  (District 1)      
 
DISCUSSION
Oil Operators, Inc., and Tidelands Oil Productions, have filed separate applications for Facility/ Pipeline Permit No. P-240-11 and Facility/Pipeline Permit No. P-241-11, respectively, to install a produce water pipeline connection in Harbor Avenue at Cowles Street.  The installation of 110 feet of pipeline will allow both companies to pump produce water a shorter distance to Tidelands Oil Productions processing plant located on the east side of the Long Beach Freeway.  The installation is shown on the maps attached as Exhibit A and Exhibit B.
 
The Departments of Public Works reviewed the applications and have found the proposed pipeline to be compatible with existing installations and not an obstacle to any street use or any known proposed developments.  Traffic control requirements stipulated by the Traffic Engineering Division will be made a part of the special conditions for the excavation permit.  Liability insurance and bonding for faithful performance will be processed, following City Council authorization of the two permits.  This project is categorically exempt, in accordance with Section 15301 of the California Environmental Quality Act.
 
This matter was reviewed by Deputy City Attorney Linda Trang and by Budget Management Officer Victoria Bell on June 27, 2011.
 
TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
 
If approved, an estimated excavation permit fee of $1,930 and an estimated combined annual pipeline permit fee of $100 will be deposited to the General Fund (GP) in the Department of Public Works (PW).  Approval of this permit may have a positive impact on local jobs.
