TITLE
Recommendation to adopt Plans and Specifications No. R-6681 for the Improvement of Redondo Avenue between Ocean Boulevard and Second Street and authorize City Manager to execute a contract with Palp, Inc., doing business as Excel Paving Company, the lowest responsible bidder, in an estimated amount of $205,993.  (District 3)
 
DISCUSSION
The infrastructure on Redondo Avenue between Ocean Boulevard and Second Street is in need of rehabilitation'. The rehabilitation work consists of replacing damaged curbs and gutters, driveways, alleys, alley entrances and sidewalks; trimming and root pruning trees; cold milling and resurfacing the pavement; and installing pavement markers, markings, traffic striping, signing and curb paint.
 
City Council adoption of the plans and specifications and award of the contract are being recommended concurrently to expedite implementation of this project. The project was advertised for bids on December 29, 2005, and bids were opened on January 4, 2006. Information regarding the bid and Palp, Inc., doing business as Excel Paving Company, is provided on the attached contract awards document.
 
This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on January 26, 2006, and Budget Management Officer David Wodynski on January 27, 2006. In accordance with the California Environmental Quality Act, Categorical Exemption No. CEP-143-05 has been issued for this project.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on February 7, 2006, to authorize commencement of this Public Works project. Construction is anticipated to begin in March 2006 and should take approximately 60 working days.
 
FISCAL IMPACT
The contract award is for an estimated amount of $205,993 plus a 15 percent contingency amount of $30,899, if necessary. Sufficient funds to cover the contract are budgeted in Capital Improvement Fund (CP) in the Department of Public Works (PW).  The funding source is Proposition C monies.

Approve recommendation.
