TITLE

DISCUSSION
In February 2012, the Department of Homeland Security (DHS) approved the Long Beach Police 2011 Port Security Grant Program (PSGP) proposals for $4,420,262. The Area Maritime Security Committee, under the leadership of the U.S. Coast Guard Sector Los Angeles/Long Beach, selected the projects.
 
The grant priorities focus on infrastructure protection and reflect the DHS overall investment strategy, in which two priorities have been paramount: risk-based funding and regional security cooperation. These PSGP funds support increased port-wide risk management; enhanced domain awareness, training and exercises, and further capabilities to prevent, detect, respond to and recover from attacks involving improvised explosive devices (IED) and other non-conventional weapons.
 
Grant priorities include efforts aimed at improving port-wide partnerships, regional management of risk, business continuity and resumption of trade; prioritizing port-wide security strategies and actions that address surface, underwater, and land-based threats; improving risk-mitigation strategies; and efforts supporting prior and future PSGP security projects.
 
The Police Department approved projects include funding for training and exercises (including travel) regarding anti-terrorism and port security best practices; equipment maintenance for patrol vessels, dive compressors, vessel communication equipment and vessel trailers and tow vehicles; chemical, biological, radiological, nuclear and explosives (CBRNE) response and mitigation equipment; public safety dive team equipment; multi-use patrol boats; thermal imaging equipment for both helicopters; Port Police Section response and detection equipment; and SWAT tactical response equipment.  
This matter was reviewed by Deputy City Attorney Gary Anderson on June 4, 2012, and Budget Management Officer Victoria Bell on July 6, 2012.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on July 24, 2012, to ensure the City can promptly begin to expend these grant funds.
 
FISCAL IMPACT
As these grant monies are currently unbudgeted, an appropriation increase is included in the recommendation and will be fully offset by grant revenues. This grant does not require matching funds.  There is no impact to the General Fund and no local job impact associated with this recommendation.
