TITLE
Recommendation to adopt Specifications No. ITB FS16-183 and award a contract to Warren Anderson Ford, dba Fritts Ford, of Riverside, CA, for the purchase of 44 pursuit-rated Ford Interceptor Utility Vehicles, in a total amount not to exceed $1,671,954, inclusive of taxes and fees. (Citywide)
DISCUSSION
City Council approval is requested to enter into a contract with Fritts Ford, for the purchase and delivery of 44 pursuit-rated Ford Interceptor Utility Vehicles. These vehicles will support 24-7 emergency operations by the Police Department citywide. The units to be replaced are 2007 models with a normal life expectancy of five years, or 95,000 miles. They are now four years past their useful life and are in poor condition. This equipment was part of the approved replacement plan for Fiscal Year 2016.
The bid was advertised in the Long Beach Press-Telegram on August 27, 2016, and 1,248 potential bidders specializing in vehicle sales were notified of the bid opportunity. Of those bidders, 15 downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups. Four bids were received on September 19, 2016. Of those four bidders, one was a Minority-owned Business Enterprise (MBE), one was a Women-owned Business Enterprise (WBE), two were certified Small Business Enterprises (SBEs), and one was a Long Beach business (Local). Warren Anderson Ford, Inc. dba Fritts Ford, of Riverside, CA (SBE and WBE), was the lowest responsible bidder.
Local Business Outreach
In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download the bid specifications. Through outreach, 175 Long Beach vendors were notified to submit bids, of which one downloaded and submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
This matter was reviewed by Deputy City Attorney Monica J. Kilaita on November 8, 2016 and by Budget Analysis Officer Julissa Jose-Murray on November 16, 2016.
SUSTAINABILITY
The new units are in full compliance with California Air Resources Board regulations for mileage and emission standards.
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. ITB FS16-183 and award a contract concurrently is requested on December 6, 2016, to ensure that the contract is in place expeditiously.
FISCAL IMPACT
The total purchase amount will not exceed $1,671,954, and is budgeted in the Fleet Services Fund (IS 386) in the Financial Management Department (FM). Purchase costs have been collected through regular monthly capital replacement charges to the General Fund (GF) in the Police Department (PD). There is no local job impact associated with this recommendation.
