TITLE
Recommendation to adopt resolution for a comprehensive update to the Housing Authority Administrative Plan for the Section 8 Housing Choice Voucher Program, to incorporate all new Department of Housing and Urban Development (HUD) regulations and multiple local policy changes. (Citywide)
DISCUSSION
The attached Resolution updates the Housing Authority of the City of Long Beach (HACLB) Administrative Plan for the Section 8 Housing Choice Voucher Program, to include new and revised HUD regulations and local policies. Attached are the proposed changes for all 18 chapters.
Regulatory changes made by HUD are identified in the margins and all others are local policy changes. All policy changes have been vetted by the Resident Advisory Board (RAB) at the meeting on May 15, 2023. Additionally, RAB members were informed of all regulatory changes made by HUD.
The new administrative plan utilizes a model that provides public housing authorities with expert guidance on HUD regulations, notices, and directives. These policy changes clarify the roles and responsibilities of the public housing authority, owners, participants, and applicants. All policy changes are consistent with national agency best practices. Many of the policy changes are a result of HUD’s streamlined methods to reduce the administrative burden on the Public Housing Agency and rely on electronically available information from HUD-approved systems.
At this time, staff is requesting authorization to make these changes to the Administrative Plan, as shown in the Resolution.
This matter was reviewed by Deputy City Attorney Atoy H. Wilson on June 13, 2023, and by Budget Analysis Officer Greg Sorensen on June 22, 2023.
