TITLE
Recommendation to authorize City Manager to execute all necessary agreements, and any subsequent amendments, between the City of Long Beach and the Los Angeles County Proposition 10 Commission - First 5 LA in an amount not to exceed $172,964 to augment the Long Beach Department of Health and Human Services Black Infant Health program for the period of July 1, 2011 - June 30, 2012. (Citywide)

DISCUSSION
On July 29, 2009, the California Department of Public Health, Maternal, Child and Adolescent Health (MCAH) Division officially notified local MCAH Directors advising them that the State General Fund support to the MCAH and Black Infant Health (BIH) programs had been eliminated as part of the Governor's Budget Act amendment. In response, the Los Angeles County Board of Supervisors formally requested that the Los Angeles County Proposition 10 Commission - First 5 LA provide funding support to all BIH programs located in the County, including Long Beach. On April 14, 2011, the Los Angeles County Proposition 10 Commission - First 5 LA approved funding for three additional years beginning July 1, 2011 through June 30, 2014. Current funding for the City of Long Beach BIH Program is scheduled to end on June 30, 2011.

Through the BIH program, the Health Department will continue to work with local service providers, community-based agencies and healthcare organizations to coordinate a comprehensive network of providers and resources to improve pregnancy outcomes for African American women.

This matter was reviewed by Deputy City Attorney Linda Trang and by Budget Management Officer Victoria Bell on April 27, 2011.

TIMING CONSIDERATIONS
City Council action on this matter is requested on May 17, 2011 in order to continue the program without interruption.

FISCAL IMPACT
