DISCUSSION
On July 29, 2009, the California Department of Public Health, Maternal, Child and Adolescent Health (MCAH) Division officially notified local MCAH Directors advising them that the State General Fund support to the MCAH and Black Infant Health (BIH) programs had been eliminated as part of the Governor's Budget Act amendment. In response, the Los Angeles County Board of Supervisors formally requested that the Los Angeles County Proposition 10 Commission - First 5 LA provide funding support to all BIH programs located in the County, including Long Beach. On September 30, 2009, First 5 LA notified the Health Department that funding had been allocated for the Long Beach BIH program. The current grant for the program is scheduled to end on June 30, 2010. On May 13, 2010, First 5 LA Commissioners approved the extension of funding for the Black Infant Health Program through June 30,2011.

Through the BIH program, the Health Department will continue to work with local service providers, community-based agencies and healthcare organizations to coordinate a comprehensive network of providers and resources to improve pregnancy outcomes for these targeted women.

This matter was reviewed by Deputy City Attorney Linda Trang on May 24, 2010 and by Budget Management Officer Victoria Bell on May 24, 2010.
