TITLE
Recommendation to authorize City Manager to execute all necessary agreements, and any subsequent amendments, between the City of Long Beach and the Los Angeles County Proposition 10 Commission - First 5 LA in an amount not to exceed $172,964 to augment the Long Beach Department of Health and Human Services Black Infant Health program. (Districts 1,6,7,9)

DISCUSSION
On July 29, 2009, the California Department of Public Health Maternal, Child and Adolescent Health (MCAH) Division officially notified local MCAH Directors advising them that the State General Fund support to the MCAH and Black Infant Health (BIH) programs had been eliminated as part of the Governor's Budget Act amendment. In response, the Los Angeles County Board of Supervisors formally requested that the Los Angeles County Proposition 10 Commission - First 5 LA provide funding support to all BIH programs located in the county, including Long Beach. On September 30, 2009, First 5 LA notified the Health Department of the funding amount allocated for the Long Beach BIH program. The Health Department will utilize the First 5 LA funding to continue to provide and assist in coordinating perinatal health and social services targeting high-risk African-American women residing in Long Beach.

Through the BIH program, the Health Department will continue to work with local service providers, community-based agencies and healthcare organizations to coordinate a comprehensive network of providers and resources to improve pregnancy outcomes for these targeted women.

This matter was reviewed by Deputy City Attorney Linda Trang on October 27, 2009 and by Budget and Performance Management Bureau Manager David Wodynski on October 30,2009.

TIMING CONSIDERATIONS
City Council action on this matter is requested on November 17, 2009 in order to continue the program without interruption.
