DISCUSSION
Since 2004, the State of California has allocated funds for local health jurisdictions to plan and prepare for a worldwide flu outbreak to mitigate the potential impact if such a pandemic should occur in Long Beach. On June 20, 2006, the City Council approved the acceptance of funding from the State to commence pandemic influenza preparedness, and the State has continued to provide funding on an annual basis since that time. The 2015 State of California Budget included an allocation of State General Funds to local health jurisdictions to continue this effort. The City has been awarded $227,280 for the period of July 1, 2014 through June 30, 2017, to continue to update the local jurisdiction’s pandemic influenza preparedness and response plan, consistent with State guidance, and to improve disease surveillance detection and response efforts.

This matter was reviewed by Deputy City Attorney Amy Webber and by Budget Management Officer Victoria Bell on August 27, 2014.

TIMING CONSIDERATIONS
City Council action on this item is requested on September 16, 2014 in order to facilitate commencement of projects supported by this funding.

FISCAL IMPACT
The City has been awarded $227,280 for the period of July 1, 2014 through June 30, 2017. The City will receive $75,760 a year for the three-year term of the agreement. Sufficient appropriation is budgeted in the Health Fund (SR 130) in the Department of Health and Human Services (HE).
