DISCUSSION
On June 20, 2006, the City Council approved acceptance of funding from the State to commence pandemic influenza preparedness. The 2008 State of California Budget included an allocation of State General Funds to local health jurisdictions to continue this effort. The City has been awarded $76,832 to be used to continue the development of the local jurisdiction's pandemic influenza preparedness and response plan consistent with State guidance, develop public health laboratory capacity, develop risk communication messages, improve disease surveillance and epidemiology, and develop plans for use of quarantine and medicine distribution.
 
This matter was reviewed by Deputy City Attorney Linda Trang on November 25, 2008 and by Budget Management Officer Victoria Bell on November 25, 2008.
 
TIMING CONSIDERATIONS
City Council action on this item is requested on December 16, 2008, in order to facilitate commencement of projects supported by this funding. The award of these funds was delayed by the State budget process.
 
FISCAL IMPACT
The City has been awarded $76,832 as part of the 2008 State allocation for the program. Sufficient funds are already budgeted in the Health Fund (SR 130) in the Department of Health and Human Services (HE). There is no City match, and no fiscal impact to the General Fund.
