(Citywide)

DISCUSSION
For over a decade, private contractors have been utilized to complement City forces to trim street trees within the public rights-of-way. Through the contract, timely maintenance is performed, thereby preserving and protecting the urban forest by reducing the number of trees damaged or destroyed by overgrowth and inclement weather. Complementing the Public Works tree trimming operation with contracted services has proven to be an effective means of providing this service to the public.

The current contract will expire in March. Staff advertised a replacement contract for bids on November 19, 2004 and bids were opened on December 15, 2004. The contract was structured to require the contractor to pay State prevailing wages to their full-time and part-time employees working under the contract with the City. In addition, the contract allows for an extension of the contract for up to two additional one-year terms, if both the City and the contractor agree to the extension and price increase, if appropriate. City Council adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently to expedite the project implementation. It is recommended that the City Council award a contract to TruGreen Landcare, a California General Partnership. Information regarding TruGreen Landcare is provided on the attached Contract Awards sheet.
