TITLE

(Citywide)

DISCUSSION
California Senate Bill 409 appropriated $4.5 million in state General Funds to local health
departments for the period May 22 through June 30,2006 to undertake pandemic influenza
preparedness. The Department of Health and Human Services (Health Department) has
been awarded $65,307 for this term. Funds will be used to develop the local jurisdiction
pandemic influenza preparedness and response plan consistent with State guidance,
develop public health laboratory capacity, develop risk communication messages, improve
disease surveillance and epidemiology, and develop plans for use of quarantine and
medicine distribution. The Health Department has until September 2006 to finalize the
scope of work associated with this funding.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on June 8,2006
and by Budget Management Officer David Wodynski on June 12,2006.

TIMING CONSIDERATIONS
City Council action on this item is requested on June 20, 2006, as these funds must be
encumbered by the State by June 30, 2006. In order to do so, the State must receive a
signed agreement from the City by June 26, 2006. However, the Health Department will
have two years in which to complete the required work activities.

FISCAL IMPACT
This award is the first in an ongoing allocation for this purpose, with subsequent guidance
and awards to follow enactment of the State budget for fiscal year 2007. An appropriation
increase is required and included in the recommendation above.
