DISCUSSION
On August 22, 2006, the City Council approved a first amendment to an agreement with Los Angeles County for new pass-through funding of a 2006 federal award for Pandemic Influenza Preparedness funding ($140,625). The second amendment is necessary to modify the deliverables for the new grant year for Bioterrorism preparedness. The City was recently informed by the County that they wish to augment this award with an additional $339,263 from their 2007 federal award, which requires the City to execute a third amendment to the agreement.
 
The new funds will be used to provide staff support to implement pandemic influenza preparedness, community and provider training and exercises, health education materials, and medical supplies. This support will assist the Department in preparedness for influenza, as well as any other public health emergency.
 
This matter was reviewed by Deputy City Attorney Lori A. Conway on September 5, 2006 and by Budget Management Officer David Wodynski on September 11, 2006.
 
TIMING CONSIDERATIONS
City Council action on this item is requested on October 10, 2006, to facilitate commencement of projects supported by the funding.
 
FISCAL IMPACT
An appropriation increase of $339,263 is required in the Health Fund (SR 130) and the Department of Health and Human Services (HE), and is included in the recommendation above.
