TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the California Office of Emergency Services Paul Coverdell Forensic Sciences Improvement Program grant and the Federal Bulletproof Vest Partnership Program grant, and increase appropriations in the General Grants Fund (SR) and in the Police Department (PD) by $38,854. DISCUSSION
The City of Long Beach Police Department was recently awarded two grants. The State of California Governor's Office of Emergency Services Paul Coverdell (Coverdell 08) Forensic Sciences Improvement Program grant award is for $13,957. The grant monies will be used to provide training to improve the skill level and efficiency of techniques used by the forensic staff, allowing them to improve the quality of forensic services. Equipment will be purchased with adjustable lighting in order to improve illumination and perform microscopic examinations on a variety of surfaces. The grant term is October 1, 2008 to September 30,2009.
The U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance grant award for $24,897 for the Bulletproof Vest Partnership Program (BVP 08) will be used to fund $65 (approximately 13 percent) per bulletproof vest purchase to help defray the costs of up to 383 vests. The grant term is April 1, 2008 to September 30, 2010. Grant funds will help defray the overall cost of the bulletproof vests, which are budgeted in the General Fund.

TIMING CONSIDERATIONS
City Council action on this matter is requested on December 16, 2008, to expedite use of the grant funds.
