TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the Federal Bulletproof Vest Partnership Program grant and increase appropriations in the General Grants Fund (SR) in the Police Department (PD) by $13,398.  (Citywide)

DISCUSSION
The Long Beach Police Department was awarded grant funding from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, for the Bulletproof Vest Partnership Program (BVP 12) in the amount of $13,398. The grant monies will be used to offset fifty percent of the purchase cost of 326 National Institute of Justice approved bulletproof vests.

This item was reviewed by Deputy City Attorney Gary Anderson on February 1, 2013 and Budget Officer Victoria Bell on February 5, 2013.

TIMING CONSIDERATIONS
City Council action on this matter is requested on February 19, 2013, to expedite use of the grant funds.

FISCAL IMPACT
The BVP 12 is currently unbudgeted; therefore, and an appropriation increase in the General Grants Fund (SR120) in the Police Department (PD) in the amount of $13,398 is included in the recommendation. The expense appropriation will be fully offset by grant revenues and the grant does not require matching funds. The grant funds will help defray the overall cost of the body armor vest purchases. There is no local job impact associated with this action.

SUGGESTED ACTION
Approve recommendation.

Respectfully Submitted,
JIM McDONNELL
