TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the California Office of Emergency Services Paul Coverdell Forensic Sciences Improvement Program grant, and increase appropriations in the General Grants Fund (SR 120) in the Police Department (PD) by $8,103.  (Citywide)

DISCUSSION
The City of Long Beach Police Department (PD) was recently awarded the FY 13 Paul Coverdell Forensic Sciences Improvement Program (Coverdell 13) grant in the amount of $8,103. Grant monies will be used to provide training to improve the skill level and efficiency of Forensic Science Division staff, who analyze crime scenes and evidence in support of investigations. The grant term is October 1, 2013 through August 31, 2014.

This matter was reviewed by Deputy City Attorney Kendra Carney on April 1, 2014 and by Budget Officer Victoria Bell, on April 4, 2014.

TIMING CONSIDERATIONS
City Council action on this matter is requested on May 6, 2014, to expedite use of the grant funds.

FISCAL IMPACT
The City has received the Coverdell 13 grant in the amount of $8,103. As this funding is currently unbudgeted, an appropriation increase in the General Grants Fund (SR 120) in the Police Department (PD) is included in the recommendation. Grant revenues will offset the expense appropriation and the grant does not require any matching funds. There is no local job impact associated with this recommendation.

SUGGESTED ACTION
