Recommendation to adopt resolution authorizing City Manager to execute a contract with West Coast Arborists, Inc., for tree-trimming services, on the same terms and conditions afforded to the City of Agoura Hills, in an amount not to exceed $1,060,000 annually for three years, with the option of renewing for two additional one-year periods, plus a 25 percent contingency if necessary and if funds are available. (Citywide)
DISCUSSION
City Council approval is being requested authorizing the City Manager to execute a contract for tree-trimming services.
As approved in the Fiscal Year 2009 (FY 09) budget, the proposed contr.act will continue to provide tree-trimming services consistent with the current tree-trimming service levels and maintain the existing five-year rolling program.
The City Charter provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.
The Department of Public Works, Street Operations Division, has investigated procurement options and learned that the City of Agoura Hills procured a contract with West Coast Arborists, Inc., for tree-trimming services that meets the City's needs. A survey of 16 local cities' tree-trimming costs revealed an average unit price of $81.70 per tree was formulated. In the proposed contract, West Coast Arborists, Inc., is extending a price of $55 per tree. This reflects a 19 percent increase over the current price per tree of $46. However, based on the competitive level of the proposed unit price, the Department of Public Works, Street Operations Division, is recommending a contract with West Coast Arborists, Inc. This cooperative purchase agreement will facilitate the timely services of tree-trimming and provide cost benefits to the City.
As the City has contracted out the bulk of its tree-trimming services for many years, the proposed contract will not supplant work performed by City employees under City Charter Section 1806 or Prop. "L." Therefore, the City Attorney's office has advised that the Prop. "l" process need not be followed for tree-trimming services.
This matter was reviewed by Deputy City Attorney Amy R. Burton on September 16, 2008 and Budget Management Officer Victoria Bell on September 18, 2008.
TIMING CONSIDERATIONS
City Council action to adopt the attached Resolution is requested on October 7, 2008 to ensure that the contract is in place expeditiously.
FISCAL IMPACT
The cost of this contract, in the estimated amount of $1 ,060,000 annually is budgeted in the General Fund (GP) in the Department of Public Works (PW) for $860,000 and in the Harbor Department Operations Fund (HR 430) for $200,000. The City will have the option of adding expenditures up to 25 percent (or $265,000) above the contract amount, if necessary and if funds are available.
