TITLE
Recommendation to authorize City Manager to execute a contract with Fleming Environmental Inc., in an amount not to exceed $150,000 to provide parts, repair and maintenance services for the City’s fuel sites and underground storage tank systems, and increase the current spending authority from $95,000 to $150,000. (Citywide)
DISCUSSION
The Public Works Fleet Service Bureau maintains and repairs the City's fuel and generator sites throughout the City in accordance with State regulations, a Stipulated Agreement with the State Water Board and a comprehensive Underground Storage Tank Compliance program. To achieve and maintain compliance, the Fleet Service Bureau has a Purchase Order with Fleming Environmental, Inc. (Fleming), to provide parts, repair and maintenance services. Fleming's technicians are International Code Certified as required by the State. Fleet Services Bureau is requesting to increase the contract authority on the existing contract by $55,000 to accommodate repair services that the City must complete to ensure its fuel sites and underground storage tank systems remain in compliance.
This matter was reviewed by Deputy City Attorney Gary J. Anderson on March 10, 2011 and by Budget Management Officer Victoria Bell on March 16, 2011.
SUSTAINABILITY
Keeping Long Beach employees, the environment and the public safe from potential hazards of operating fuel sites or underground storage of fuel for generators is of vital importance to the City. The City’s adopted Underground Storage Tank Compliance Program has been designed to prevent harm to the environment from the City’s fuel sites and underground storage tanks.
TIMING CONSIDERATIONS
Action on this matter is requested on April 5, 2011 to continue to meet all compliance regulations and continue to maintain fuel sites in a safe and efficient manner.
