TITLE
Recommendation to determine that the granting of Facility/Pipeline Permit No. P-239-11, to The Boeing Company, will not be contrary to the public interest; and authorize City Manager to issue said permit supplement in accordance with Section 15.44.060, Permit Issuance, of the Long Beach Municipal Code.  (District 5)
 
DISCUSSION
The Boeing Company has filed an application for Facility/Pipeline Permit No. P-239-11, to install an extraction well and approximately 2,170 feet of one to twelve-inch piping. This installation will allow The Boeing Company to remediate area groundwater by extracting it through a well and delivering it through the piping to an off-site treatment system, where it may be treated and injected back into the subsurface through other wells.  In addition to transporting the groundwater, the piping will provide power for pumps and valves, provide communications for meter controls and instrumentation, and will be used for spares for future use.  The installation will be at two locations: across Conant Street south of Cover Street in the Douglas Park development, and in a north central section of the Long Beach Airport, as shown on the attached vicinity map.
 
The Departments of Public Works and Long Beach Airport reviewed the application and found the proposed piping to be compatible with existing installations and not an obstacle to any street use or any known proposed developments.  Traffic control requirements stipulated by the Traffic Engineering Division will be made a part of the special conditions for the excavation permit.  Liability insurance and a bond for faithful performance will be processed, following City Council authorization of the permit supplement.  This project is categorically exempt, in accordance with Section 15301 of the California Environmental Quality Act.

TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
 
FISCAL IMPACT
If approved, an estimated excavation permit fee of $2,542 and an estimated annual pipeline permit fee of $1,688 will be deposited to the General Fund (GP) in the Department of Public Works (PW).  Approval of this permit may have a positive impact on local jobs.
