DISCUSSION
The City of Long Beach Police Department recently received the Next Generation Click It or Ticket Program funding for $11,968 from the University of California Berkeley, Safe Transportation Research and Education Center with funding from the State of California Office of Traffic Safety. The goal of the program is to increase seat belt usage through the combined efforts of state and local law enforcement. Two seat belt enforcement campaigns will be conducted, one in November 2010 and one in May 2011. Funds will be used for overtime during the enforcements.
 
This item was reviewed by Deputy City Attorney Gary Anderson on October 12, 2010 and Budget Officer Victoria Bell on October 15, 2010.  
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on November 9, 2010, to expedite use of the grant funds.
 
FISCAL IMPACT
The Next Generation Click It or Ticket Program is currently unbudgeted; therefore, an appropriation increase in the General Grants Fund (SR) and in the Police Department (PD) is included in the recommendation. The expense appropriation will be fully offset by grant revenues and the grant does not require matching funds. No local jobs will be lost or created through the use of these funds.
