TITLE

DISCUSSION
On February 21, 2008, the City of Long Beach (City) Police Department received the Click It or Ticket Program funding for $18,000 from the University of California, Berkeley Traffic Safety Center (TSC) with funding from the State of California Office of Traffic Safety (OTS). The goal of the program is to increase seat belt use statewide to 95 percent in 2008. Through the combined efforts of state and local law enforcement, a seat belt enforcement campaign will be conducted for a three-week period, May 12 through June 1, 2008. Funds will be used for overtime during the enforcement.
 
This item was reviewed by Budget Management Officer Victoria Bell on March 8, 2008 and Deputy City Attorney Gary Anderson on March 6, 2008.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on March 18, 2008, to expedite use of the grant funds.
 
FISCAL IMPACT
As the Click It or Ticket Program is currently unbudgeted, an appropriation increase in the General Grants Fund (SR 120) and the Police Department (PO) is included in the recommendation. The expense appropriation will be fully offset by grant revenues and the grant does not require matching funds. There is no impact to the General Fund.
